We've made some changes to EPA. The proposed, tighter standards would increase the effectiveness of work done to remove lead-based paint hazards in pre homes and childcare facilities, known as abatement, and lower the risk of lead exposure by ensuring that lead-based paint hazards are effectively and permanently eliminated following completion of the work.

On June 21,EPA announced new, tighter standards for lead in dust on floors and window sills to protect children from the harmful effects of lead exposure. The strengthened standards become effective days after publication in the Federal Register. The lead hazard standards help property owners, lead paint professionals, and government agencies identify lead hazards in residential paint, dust and soil. The DLCL are used to demonstrate that abatement activities effectively and permanently eliminate those hazards.

Users within and outside the CERCLA program should use the tables or calculator results at their own discretion and they should take care to understand the assumptions incorporated in these results and to apply the SLs appropriately. The SLs presented in the Generic Tables are chemical-specific concentrations for individual contaminants in air, drinking water and soil that may warrant further investigation or site cleanup.

The SLs generated from the calculator may be site-specific concentrations for individual chemicals in soil, air, water and fish. It should be emphasized that SLs are not cleanup standards. PRGs Preliminary Remediation Goals is a term used to describe a project team's early and evolving identification of possible remedial goals. Typically, it is necessary for PRGs to be more generic early in the process and to become more refined and site-specific as data collection and assessment progress.

However, once the baseline risk assessment has been performed, PRGs can be derived from the calculator using site-specific risks, and the SLs in the Generic Tables are less likely to apply. Risk-based SLs are derived from equations combining exposure assumptions with chemical-specific toxicity values. Site-specific information may warrant modifying the default parameters in the equations and calculating site-specific SLs, which may differ from the values in these tables.

In completing such calculations, the user should answer some fundamental questions about the site. For example, information is needed on the contaminants detected at the site, the land use, impacted media and the likely pathways for human exposure. Whether these generic SLs or site-specific screening levels are used, it is important to clearly demonstrate the equations and exposure parameters used in deriving SLs at a site. With respect to long-term cleanup goals, facilities and regulators generally focus first on cleanup activities that limit the exposure risk to humans.

Then the focus shifts to cleaning up and restoring currently used and reasonably expected sources of drinking water as well as groundwater that is closely hydraulically connected to surface waters, whenever such restorations are practicable and attainable. Additionally, EPA recommends that facilities, regulators, and members of the public use these guidance documents to focus discussions and to ultimately improve the quality of groundwater at and near Corrective Action facilities. This handbook and the accompanying documents are designed to help regulators, members of the regulated community, or members of the public find and understand EPA policies on protecting and cleaning up groundwater at Resource Conservation and Recovery Act RCRA Corrective Action facilities.
